Nuclear Island Fluid Systems Project Account Engineer

The Project Account Engineer (PAE) is an engineer within the Natrium organizational structure who has been given responsibility and authority under the Natrium Senior Managers for the performance management of one or more control (cost code) accounts within the Performance Management Baseline (PMB), and for planning and managing performance of the resources authorized to accomplish such work.  The PAE is a project management oriented role focusing on project performance management that reports directly to the Natrium Senior Manager.  Project account engineer responsibilities include schedule planning and status, cost planning and management, measurement of accomplishment, actual cost collection, variance analysis and resultant corrective action, estimating costs at completion, and risk management.  The PAE manages at the control account (cost code) point where technical scope, schedule, and budget are integrated. The PAE will have regular weekly and monthly communication with managers and tech leads within the Senior Manager's group. Effective communication, coupled with the ability to motivate others, will be critical for the success of this role. Background and experience in project management on large, complex projects using an Earned Value Management System (EVMS) is also necessary.

 

Responsibilities

  • Be responsible for Cost Account Performance Management:
    • Ensure that all schedule activities for the control account are properly statused by the relevant activity owners.  On a weekly basis, solicit inputs from engineering staff for status in the IMCS and hold them accountable for performance on tasks.
    • Closely monitor performance of the team against the schedule baseline and provide management to address areas of underperformance.
    • Monitor and analyze cost and schedule variances using the EV data recorded, actual costs, and IMCS data compared to the time-phased budget.  The PAE will determine root causes and develop corrective actions / recovery plans / variance management plans as necessary to avoid large variances.  The PAE will provide variance explanations and variance analysis reports, as requested by the Project Manager and in support of project reporting requirements.
    • Coordinate with engineering team and Project Planning and Controls to identify and manage trends, i.e. potential increases to the Estimate at Complete (EAC).  Update and provide input to the trend register and serve as the group representative in the trend register meetings.
    • Primary point of contact for Project Change Notices (for the PAE's assigned control accounts) and schedule reforecasting.  Lead the engineering teams in developing the necessary inputs to the change management process.
    • Identify, assess, and monitor risks and ensure effective mitigations are established and incorporated into the schedule: Identify issues and risks early using available project data, proactively resolve issues that impede project progress, and obtain assistance when needed to allow engineering staff to concentrate on their work products.
    • Update Estimates to Complete (ETC) for control accounts and validate EAC.
  • Have authority to review and approve assignments and commitments involving the control account:
    • Verify that all approved work is properly planned and scheduled in the assigned control account.  This includes accurate duration and resource estimates, correct sequencing of tasks, and identification of interfaces with other work products internal and external to the control account.  The PAE will work closely with the engineering leads to develop planning inputs and schedules.
    • Organize and conduct management reviews of plans/proposed schedules 
    • Monitor and analyze outstanding (external) commitments within the assigned control accounts
    • Ensure that actual costs are accurately recorded against the proper charge numbers for work performed.
    • Lead/drive the planning process for the work scope within the control account.  Work with the relevant engineering leads to obtain the necessary planning inputs.  Primary point of contact for interfacing with project controls in the implementation of plans in the IMCS.
  • Be responsible for Control Account Performance:
    • Develop and maintain staffing/resource plans to accomplish the work and adjust the schedule to be resource leveled.  Provide resource gap analysis information to the Senior Manager to support hiring plans.
    • Organize and conduct regular performance reviews with the Senior Manager, including monitoring/reporting on the progress of any correction action plans in progress.
    • Strives to continuously improve upon established business processes. Communicates these opportunities to the senior business manager and assists in gaining buy-in from relevant stakeholders.  
    • Collaborates with the activity owners to identify opportunities for improving the efficiency and quality of the status updates for the assigned control accounts’ scheduled activities. 

 

Key Qualifications and Skills

  • Minimum of a bachelor’s degree in engineering, business, or a related field.
  • Demonstrated project management skills (3+ years) in large scale engineering projects.
  • Demonstrated ability to create schedules, review and assess schedules, and track schedule adherence.
  • Experience in the Nuclear or other highly regulated industry is a plus.
  • Detail and process-oriented outlook.
  • The successful candidate will possess a high degree of trust and integrity, communicate openly and display respect and a desire to foster teamwork.
  • Actual position starting level and title will be determined based on assessment of qualifications.

Salary Range Level 12:  $163,702 - $226,844


*Typically, our employee salaries are within .90 – 1.0 of the mid-point of the posted salary band.  Any salary offered within the posted salary band is based on market data and commensurate with the selected individual’s qualifications and experience.  This range is specific to Washington State.
